    SCIA Signs Memorandum of Understanding with SIAC

    On 24 August 2018, Shenzhen Court of International Arbitration (SCIA) entered into a Memorandum of Understanding (MOU) with Singapore International Arbitration Centre (SIAC) in Singapore. The MOU was signed on behalf of SCIA by Mr. Liu Xiaochun, President of SCIA, and on behalf of SIAC by Ms. Lim Seok Hui, Chief Executive Officer of SIAC. The signing was witnessed by Guangdong Governor Mr. Ma Xingrui and Singapore Minister for Education Mr. Ong Ye Kung. Mr. Zhang Hu, Secretary-General of Guangdong Provincial Government, Mr. Guo Xiaowen, SCIA Council Member, Mr. Png Cheong Boon, Chief Executive Officer of Enterprise Singapore, Mr. Chua Teng Hoe, Consul-General of Singapore Consulate-General in Guangzhou and Mr. Han Kok Juan, Deputy Secretary of Singapore Ministry of law also attended the signing ceremony.

    Under the MOU, SCIA and SIAC will cooperate on the provision of hearing facilities. Meanwhile, both institutions will provide recommendations of arbitrators for each other in relevant arbitration cases. Starting from 2019, SCIA and SIAC will hold an annual joint signature event as well as seminars, workshops or other events on international arbitration in either China or Singapore. Furthermore, to ensure smooth progress of cooperation, SCIA and SIAC will set up a joint working committee, and the management of both institutions will meet regularly each year to exchange information and views of the latest development and discuss existing and potential channels of cooperation. The signing of MOU laid a foundation for deep cooperation between SCIA and SIAC and marked the strengthened global influence of Shenzhen international arbitration.

    SCIA Signing Memorandum of Understanding with SIAC


    In the context of constructing Guangdong-HK-Macau Greater Bay Area, the signing of MOU, as part of the 9th meeting of Singapore-Guangdong Collaboration Council, has considerable significance to greater cooperation on international arbitration between Greater Bay Area and Belt & Road countries like Singapore: first, it is advantageous, not only for both institutions to jointly provide more accessible and professional services for users of international arbitration from Asian countries and regions, but also for professionals from China and other Asian countries to participate in international arbitration in both China and Singapore; second, under the MOU, SIAC will assist in the use of hearing facilities at Singapore’s integrated dispute resolution complex Maxwell Chambers for SCIA commercial arbitration cases involving parties from South-East Asia, which encourages “going out” Chinese companies to resolve commercial disputes conveniently in South-East Asia; third, it helps to effectively connect Belt and Road countries with Greater Bay Area. As an important Belt and Roald country, Singapore established Singapore-Guangdong Collaboration Council with Guangdong Provincial Government in 皇冠体育 to deepen exchanges between Singapore and Guangdong in various areas. The cooperation between SCIA and SIAC is an important part of economic,trade and legal cooperation between Singapore and Guangdong under the framework of the Collaboration Council.

     

    At the invitation of Singapore Ministry of Law, the SCIA delegation also visited the Supreme Court of Singapore, Singapore International Commercial Court, Singapore International Arbitration Centre, Singapore International Mediation Centre, Maxwell Chambers, National University of Singapore, and engaged in in-depth exchanges with the above institutions.
